Woodland Park Police Department / Colorado Springs Police Department
In 2009 the Colorado Springs Police Department Internet Crimes unit began an investigation into a file sharing network in Colorado which had been distributing sexually exploitative images of children. A suspect was traced to the city of Woodland Park. WPD executed a search warrant at the suspects residence. CSPD conducted a forensic examination of the computer media. Investigation revealed that a 17 year old juvenile male was responsible for the distribution of child pornography. The images possessed and distributed showed a great disparity in age of the victim and offender and therefore on January 9, 2010 the juvenile was arrested and released to his parents on charges of 18-6-403 Sexual Exploitation of a child. Due to the suspects age no photo or name will be released. |

Denver Police Department / U.S. Army Criminal Investigation Division
On 01/11/10, 42 year old Kenneth Harrison was arrested by US Army CID at Fort Leonard Wood, MO for the distribution of child pornography. The arrest stemmed from a child pornography investigation conducted by the Denver Police Dept. Denver PD previously arrested William Pederson for Sexual Exploitation of Children. Further investigation into Pederson’s activities by DPD revealed that he had been sending and receiving images of child pornography via email with Harrison. CID seized Harrison’s computer. Preliminary examination of the computer revealed large quantities of child pornography.

Denver Police Department / Tucson, AZ Police Department
On 01-14-10, 27 year old Daniel Brewer was arrested in Tucson, AZ on an outstanding arrest warrant issued by the Denver Police Dept. for Internet Sexual Exploitation of Child. The suspect had contacted a 14 year old child online and during communication with the child, exposed his genitalia on webcam. Denver PD's investigation revealed that Brewer lived in Tucson, AZ. Denver PD coordinated with law enforcement officials in Tucson, AZ. According to law enforcement officials in AZ, the suspect was an X-ray technician in the children's section of a local hospital. |

Denver Police Department / Springfield, MO Police Department
On 01-14-10, 57 year old Rolland Chenoweth was arrested in Springfield, Missouri on an outstanding arrest warrant issued by the Denver Police for Internet Sexual Exploitation of a Child. The suspect had contacted a 14 year old child online and during communication with the child, exposed his genitalia on webcam. Denver PD's investigation revealed that Chenoweth lived in Denver, CO but moved to Springfield, MO. Denver PD coordinated with law enforcement officials in Springfield, MO and located the suspect at his residence. The suspect in addition had an outstanding warrant in Springfield for possession of narcotics and law enforcement located baggies of Marijuana inside his residence. Chenoweth admitted to the online contacts with the child in Colorado and his lap top computer was seized for analysis.

On 01-15-10, 43 year old Patrick Loomis Jr. turned himself in to the Denver Police. Loomis who is from Seattle, WA was wanted on an outstanding warrant for the Internet Sexual Exploitation of a Child. The suspect had contacted children under the age of 15 in Adams County and Denver County. During the communication, Loomis exposed his genitalia on webcam. Loomis was originally arrested by Adams County Sheriff Department when he flew to Colorado to meet a woman for sex, the woman, was an undercover law enforcement officer.

Denver Police Department / Fort Worth Police Department
On 01-19-10, 27 year old Wayne Turnage III was arrested in Fort Worth, TX on an outstanding arrest warrant issued by the Denver Police for the Internet Sexual Exploitation of a Child. The suspect had contacted a 14 year old child online and during the communication with the child sent sexually explicit pictures of his genitalia to the child. Denver PD's investigation revealed that Turnage lived in Fort, TX. Denver PD coordinated with law enforcement officials in Fort Worth, TX and located the suspect at his residence. A brief interview of the suspect was conducted in which he admitted to his online communication with the child from his work computer at a local auto dealership. Prior to his arrest, Turnage had been asked to resign due to his over usage of work computers on and off his shift.

Eagle County Sheriff's Office
On 01/22/10, 33 year old Miguel Angel Vasquez Torres was arrested for Sexual Exploitation of Children by the Eagle County Sheriff’s Office. ECSO had been conducting an investigation into the distribution of child pornography from the Aspen and Basalt areas. A search warrant was obtained and executed at a residence in Aspen. The results of the search revealed a computer that contained video files of child pornography. The investigation then lead ECSO to the initial owner of the computer, Miguel Torres. ECSO contacted Torres, who confessed to the possession of child pornography. No image was available. |

Parker Police Department / Wyoming ICAC Task Force
On January 22, 2010, 36 year old Peter Jason Humphries was arrested by the Parker Police Department with the assistance of the Wyoming ICAC Task Force. Peter was chatting online with a 14 year old girl from the Parker, Colorado area. He had talked about getting a motel room this summer and meeting the girl for sex. He was arrested for Internet Luring, Internet Sexual Exploitation, Criminal Attempt Sexual Exploitation of a Child, and Promotion of Obscenities to a Minor. Peter is currently on a US Marshal hold awaiting a Federal trial in Wyoming. |

On February 4, 2010 Aurora PD ICAC investigators arrested 22 year old Kyle Christopher Smidt of Westminster, CO for Enticement of a Child, Internet Luring of a Child, and Attempted Sexual Assault on a Child. In January 2010, APD investigators learned that Smidt had been having online conversations with a juvenile female. During their online contact, Smidt engaged in sexually explicit conversations with the girl and arranged to meet her in person for a sexual encounter. Smidt was taken into custody when he went to meet the girl. It was later learned that Smidt was in college to become a high school history teacher. |

On 02/15/2010, 43 year old Kelly Allen Hyatt of Strasburg, CO, was arrested by the Fort Lupton Police Department for Internet Luring of a Child and Sexual Exploitation of a Child. It was discovered that Hyatt, using screen name needingsumincolo, had been having sexual conversations online and by text message with a juvenile Fort Lupton girl. Hyatt arranged to meet the girl for a sexual encounter on the morning of 02/15/10 and was taken into custody when he showed up for the meeting. Hyatt brought sexual lubricant and Valentine’s Day heart candy with him to the meeting. |

Eagle County Sheriff's Office / Leadville Police Department / Park County Sheriff's Office
On 2/17/10, a juvenile male was arrested by the Eagle County Sheriff’s Office for Sexual Exploitation of Children. In June 2009, a peer-to-peer investigation was initiated by the ECSO in which several videos of child pornography were distributed by a suspect in the Leadville, CO area. In coordination with the Leadville Police Department and Park County Sheriff’s Office, ECSO conducted a search warrant of the residence where two laptop computers were seized. The computers were previewed and child pornography images were found. It was determined that a 17 year old male who was living at the house had possessed and distributed child pornography. No photo available or name available due to the suspect's age.

On 02-24-10, 43 year old Patrick Bagge was arrested by US Marshals in West Bridgewater, MA on an outstanding arrest warrant issued by the Denver Police Dept. Bagge had been in contact online with a juvenile in Denver. During their contact, Bagge sent nude pictures of himself to the girl and masturbated on webcam. Bagge was charged with Internet Sexual Exploitation of Children. At the time of contact by the US Marshals, Bagge was on the phone with the girl while masturbating.

Eagle County Sheriff's Office / Garfield County Sheriff's Office
On February 24, 2010, 23 year old Jared Clark was taken into custody on an outstanding arrest warrant for the charge of Sexual Exploitation of Children. In June 2009, the Eagle County Sheriff’s Office began an investigation into the online trading of child pornography in Colorado via peer-to-peer networks. Investigators with ECSO were sent several files that were suspected to be child pornography by a suspect in the Glenwood Springs, Colorado area. The case was referred to the Garfield County Sheriff’s Office. GCSO obtained a search warrant for Clark’s residence. During the execution of the search warrant, investigators located additional images of child pornography on digital media belonging to Clark.

On 02-26-10, 23 year old Zachary Palmer was arrested by the Denver Fugitive Unit at Ft Carson, CO. Palmer had been in online contact with a juvenile female in Denver. During their contact Palmer sent nude pictures of himself and masturbated on webcam. Palmer was charged with Internet Sexual Exploitation of Children. Palmer was also been arrested by the Jefferson County DA’s Office on 02-18-10 for similar charges.

Department
On 03/10/10, the Aurora Police Department arrested Joseph Andrew Knickerbocker, a 23 year old resident of Westminster, CO for Internet Luring of a Child. APD learned that Knickerbocker had been in online and cell phone contact with a juvenile female in Aurora. Knickerbocker then arranged to meet the girl in person for a sexual encounter. APD learned of the meeting and intercepted Knickerbocker when he arrived at the prearranged meeting location. Knickerbocker was taken into custody by the APD tactical unit. A handgun was recovered from inside Knickerbocker’s vehicle. Knickerbocker had a concealed weapon permit for the gun as he was a former Adams County Sheriff’s Office Explorer. Knickerbocker had applied for numerous law enforcement jobs, most recently failing a portion of the Aurora Police Department’s testing.

Douglas County Sheriff's Office / Kenner Police Department, LA
On March 11, 2010, 42 year old Michael R. Frazier of Parker, CO, was arrested by the Douglas County Sherriff’s Office for Promotion of Obscenity to a Minor. In January 2010 DCSO began an investigation into Frazier’s online activity. It was learned that Frazier was having online sexual conversations with a juvenile female in Douglas County. In addition to the sexual conversations, Frazier also sent the girl pornographic material. DCSO also learned that the Kenner Police Department in Louisiana was investigating two cases in which Frazier sent juvenile females pornography over the internet. DCSO conducted further follow up into Frazier’s activity and learned that he was employed by Douglas County and was conducting his chats from a Douglas County Building while at work. Frazier is being held on $100,000 bond. Additional charges are anticipated from the investigations in Louisiana.

Colorado Springs Police Department
On 03/12/10, the Colorado Springs Police Department arrested 51 year old Colorado Springs resident Robert Carman for Sexual Exploitation of Children. In August 2009, CSPD received a tip from the National Center for Missing and Exploited Children regarding the distribution of child pornography. It was learned that a person using email address BC0404@aol.com had sent email containing images of child pornography. Further follow up was conducted and a search warrant was obtained for Carman’s residence. When the investigation was concluded, it was determined that Carman had both possessed and distributed images of child pornography for several years.

Hartlepool Police, Cleveland, UK / Colorado Springs Police Department
In 2008 the Colorado Springs
Police Department conducted an investigation involving a
party in the UK and Sweden streaming child pornography via
webcam to a chat room. Several parties in the room
were viewing the feed and commenting on it. Several of
these individuals were traced to locations in various
countries and investigated as to their involvement with
child pornography. It was discovered that one of the
parties using the screen name "hotforsin2001" was Alan
Desmond Kenny of Hartlepool, UK. A warrant was
executed at Mr. Kenny's residence and it was discovered that
he possessed some volume of sexually explicit images/videos
involving children. On March 14, 2010, Mr. Kenny
turned himself in to Constable Roberts of the Hartlepool
Police and was charged with 17 offenses related to child
pornography. |

Colorado Springs Police Department
On 03/15/10, the Colorado Springs
Police Department arrested 64 year old Colorado Springs
resident Donald Elwood for Sexual Exploitation of
Children. In February 2010, CSPD was provided
information by the FBI of a suspect in Colorado Springs who
had been distributing child pornography. Further follow up
was conducted and it was determined that the suspect was
living with Elwood. A search warrant was obtained for
Elwood’s house. During the execution of the search warrant,
it was learned that Elwood was in possession of child
pornography.

On 03/18/10, 32 year old Robert
Machen was arrested on an outstanding arrest warrant
issued by the Colorado Springs Police Department for
Sexual Exploitation of Children. In September 2009, the
FBI began an investigation into the distribution of child
pornography via peer-to-peer networks. The FBI downloaded
several images of child pornography from a suspect in
Colorado Springs. Further follow up revealed that the
suspect was Machen. A search warrant was executed at
Machen’s residence during which computers were seized.

On March 22, 2010, Aurora Police arrested 23 year old Brendon Michael Forbes of Littleton CO on the charge of Internet Luring of Child. APD investigators learned that Forbes had been having online conversations with a juvenile female. During their online contact, Forbes engaged in sexually explicit conversations with the girl and arranged to meet her in person for a sexual encounter. Upon his arrest, Forbes had condoms in his vehicle. |

On March 22, 2010, Aurora Police arrested a 14 year old juvenile male of Aurora, CO for Sexual Exploitation of Children. APD investigators, acting on a tip received from the Denver Police Department, executed a search warrant at the suspect’s residence, confiscating three computers. The computers were found to have more than 50 images and movies of child pornography downloaded via peer-to-peer software. The juvenile suspect later admitted to downloading the images. |

On March 22, 2010, 55 year old Craig Hickman was arrested by the Denver Police Department on an outstanding warrant for Sexual Exploitation of Children. Hickman’s family had contacted Denver PD and reported finding images of child pornography on the suspect’s computer in November of 2009. The computer was seized and examined. Numerous images of child pornography were located. Hickman had attempted suicide after the responding officer left the house in November. |

On March 27, 2010, 22 year old Michael Bruce Shaw of Glenwood Springs was arrested by the Garfield County Sheriff's Office for Sexual Exploitation of Children. The arrest stemmed from a child pornography investigation conducted jointly by the Sheriff's Offices in Garfield, Eagle and Park Counties. The Garfield County Sheriff's Office executed a search warrant at Shaw’s residence and seized his computer. Further investigation revealed that Shaw had been sending and receiving images of child pornography on the internet.

Kenton County Police Dept. KY / Immigration and Customs Enforcement / Colorado Springs Police Department
On 03/31/10, 38 year old Clifton resident Robert Brewster was arrested for Sexual Assault on a Child. Through a joint investigation by the Colorado Springs Police Department, Kenton County Police Department in Kentucky and US Immigration and Customs Enforcement, it was found that Brewster had sexually assaulted an 11 year old child and taken photographs of the assault. Further follow up was conducted, including the execution of a search warrant Brewster’s residence. It was learned that Brewster had sexually assaulted the child and taken photographs of her on multiple occasions. It was also learned that Brewster was in possession of and distributed images and videos of child pornography. It is anticipated that Brewster will be indicted on federal child pornography charges in the near future. |

Garfield County Sheriff's Office
On March 10, 2010, detectives from the Garfield County Sheriff’s Office simultaneously executed three search warrants on Christopher Earl Carlyle, 33, 2307 CR 154 #21, for possession of child pornography. The three warrants corresponded to his residence, vehicle and place of employment, Aspen Moving and Storage, 1420 Devereux Rd. Carlyle was subsequently arrested after the team of detectives found more than 1,000 sexually explicit pictures of children on his employer’s computer as well as printouts and videos of the same type of material in his home. Carlyle’s came under investigation when his employers ISP discovered hits on sexually explicit websites and traced them to Carlyle's email account. They reported this to (NCMEC) the National Center for Missing and Exploited Children, who forwarded the information to the Colorado ICAC and the Garfield County Sheriff's Office. Christopher Earl Carlyle is a repeat sexual offender and was on parole for a 2008 conviction of crimes against a minor. Carlyle’s parole status restricted him from having a personal computer at home as well as possessing sexually explicit material. Carlyle is being held without bond in the Garfield County Jail due to his parole violation. He is also facing one count of Internet Sexual Exploitation of a Child and five counts of Sexual Exploitation of Children. |

Adams County Sheriff / Denver Police Department / Colorado Springs Police Department / Park County Sheriff
On April 1, 2010, 43 year old Jonathan Harding, was arrested by the Adams County Sheriff's Office for Sexual Exploitation of a Child and Failure to Register as a Sexual Offender. In separate investigations the Park County Sheriff's Office, Denver Police Department and the Colorado Springs Police Department obtained files which contained the sexual exploitation of children from an IP address that traced back to Mr. Harding who was residing in Adams County, Colorado. It was discovered that Harding was classified as a Sexually Violent Predator from previous sex offense convictions. Mr. Harding failed to provide his email address during sex offender registration which is a violation of the Colorado registration law. Additional charges from one or more of the other involved jurisdictions are expected.

Park County Sheriff's Office / Colorado Springs Police Department
The Park County Sheriff's Office began a peer to peer file sharing investigation in January of 2010 which led to the arrest of 23 year old Houston Brandon of Monument, Colorado on 04/06/10. The case was referred to the Colorado Springs Police Department ICAC unit who obtained a search warrant for Mr. Brandon's residence. That warrant was executed with the assistance of Monument Police Department and ICE. Mr. Brandon admitted exclusive use a computer system in the residence upon which several child pornography files were located along with file sharing software. Mr. Brandon was arrested on that date and charged with Sexual Exploitation of Children.

Fort Lupton Police Department
On April 12, 2010,
27 year old Jose Tapia was arrested for Internet
Luring of a Child after he attempted to meet a juvenile
female from Fort Lupton, CO for a sexual encounter. Tapia
had been having online contact with the girl during which he
arranged the meeting. Tapia was taken into custody by the
Fort Lupton Police Dept. without incident. Upon his arrest,
Tapia was found to be in possession of several condoms.
Tapia is already a registered sex offender after a
conviction for Sexual Assault on a Child by one in a
Position of Trust. Tapia is on probation for that offense
and was due to be done with probation in June 2010.

On April 14, 2010, 28 year old Jose Rameriz-Ramos was arrested and charged with Sexual Exploitation of Children. In May of 2008, CSPD was dispatched to an unknown call for police in the Sand Creek area of operations. The victim reported that she had been sexually assaulted and pointed out the residence where it occurred. She identified Rameriz-Ramos as her attacker and reported that a computer with a webcam was set up during the assault and it was recorded. During a forensic examination of the laptop images containing the sexual exploitation of children were discovered. Although Rameriz-Ramos was arrested previously for the sexual assault, he was arrested again on 04/14/10 for possession of child pornography.

On April 21, 2010 Fort Collins
resident Matthew Garand, a registered sex offender,
was charged with one count of misdemeanor Sexual Assault.
The fifteen year old male victim reported meeting 32 year
old Garand, using the screen name mattinftcollins,
via the online dating site Adam4Adam.com. Garand picked the
victim up several houses down the street from his parent’s
home in Windsor, CO and took him to his Ft Collins apartment
where the two had sex. The victim’s cell phone log showed
over 100 text messages exchanged with Garand. The
Sexual Assault is a misdemeanor due to the victim being 15
and having more than 10 years difference in age.

Alamosa Police Department
On 4/30/10, the Alamosa Police Department arrested 22 year old Michael Vernon Parish for Sexual Exploitation of Children - F4 (possession of Child Porn). Alamosa Police Department received a report from a concerned citizen when she found files in the recycle bin of her computer with file names that indicated child pornography. APD interviewed suspects who had access to the computer. Michael Parish (the reporting party's cousin) was staying with the Reporting Party on a temporary basis. Michael Parish was arrested after being interviewed at APD. During a consent preview of the computer, 15 images and 6 videos of child pornography were located.

On 05-06-10 Aurora Police arrested 51 year old Terry Jerome Butler for seven charges including trafficking in children, internet luring of a child, soliciting a child prostitute, and attempted sexual assault on child, after he arranged to trade crack cocaine with a confidential informant for access to a 14 year old female for sexual purposes. In lieu of using the internet, Terry corresponded with the 14 year old female, via cell phone and text conversations, to coordinate her arrival to his home, by way of taxi, for proposed sexual activity in exchange for providing her methamphetamine |

Sioux Falls In December 2008 an FBI SA in Sioux Falls, South Dakota located a computer sharing known child pornography files via peer to peer network. She downloaded files which were traced back to Colorado Springs, CO. CSPD ICAC Detectives and the local FBI conducted a warrant at the suspect's residence. It was discovered that the suspect was a soldier in the U.S. Army serving in a military police unit. In excess of 500 files depicting the sexual exploitation of children were discovered on the suspect's computer. On May 7, 2010, 29 year old Jonathan David Roberts was arrested on a warrant issued by the Colorado Springs Police Department for Sexual Exploitation of Children.

On May 10, 2010, Aurora Police arrested 24 year old Eric Jon Lee of Centennial, CO, for Internet Exploitation of a Child. APD investigators initially learned that Lee had been corresponding with a juvenile female online and had enticed her to engage in sexual activity. He then later engaged in sexual activity himself, while communicating with the same juvenile via webcam.

On May 13th, 2010, 35 year old
Jennifer Moore of Superior, CO was arrested for by the
Boulder County Sheriff’s Office for Sexual Exploitation
of Children after several known child pornography videos
were found on her laptop computer. Subsequent forensic
analysis of her laptop found bestiality, rape fantasy and
bondage themed child pornography. During interviews, Ms.
Moore admitted to downloading the movies via Limewire. |

On May 14, 2010, Aurora Police
arrested 37 year old Robert Tavares of Denver, CO,
for Internet Luring of a Child. APD investigators
learned that Tavares had been corresponding with a 14 year
old female, both online and via text message, in a sexually
explicit manner, and had persuaded her to meet with him in a
grocery store parking lot. Tavares has an extensive criminal
history, and was wanted for robbery out of New England. |

On May 24, 2010, 19 year old Daniel James Siegel was arrested by the Aurora Police for Internet Luring and Attempted Sexual assault on a Child. APD’s investigation revealed that Siegel had been communicating online with a 14 year old girl and that he had arranged to meet the girl for the purposes of sexual contact. Siegel stated he wanted to tie the victim up with his belt and role play a teacher and student scenario. Siegel was taken into custody without incident by APD when he arrived at the meeting. Siegel had condoms and a belt in his possession when he was arrested.

On June 4, 2010, 61 year old Steven Douglas Rogers was arrested by the Littleton Police Department on the charges of Internet Luring of a Child and Internet Exploitation of a Child. LPD’s investigation revealed that Rogers had been having online contact with a juvenile female in Littleton for the past several months. The contact became sexual in nature and Rogers arranged to meet the girl in person. Rogers was taken into custody without incident when he arrived to meet the child. He is being held on $50,000.00 bond.

13th Judicial District - Northeast Colorado ICAC Task Force On June 9, 2010, 43 year old Greeley, CO resident, John Lee Miracle, was arrested on an outstanding arrest warrant for the charges of Internet Sexual Exploitation of a Child, Internet Luring of a Child, and Promotion of Obscenity to a Minor. An investigation by the 13th Judicial District Attorney’s Office, in cooperation with the Weld County Sheriff’s Office, Greeley Police Department, Morgan County Sheriff’s Office, Northeast Colorado Internet Crimes Against Children (ICAC) Task Force, Washington County Sheriff’s Office, and the Longmont Police Department, revealed that Miracle had been having online contact with a juvenile female. During their contact, Miracle engaged in sexually explicit conversations with the girl and arranged to meet her in person. Miracle was taken into custody when he arrived to meet the girl. He is being held without bond pending advisement of charges.

Aurora Police Department On June 11, 2010, Aurora Police arrested 22 year old Scott Frederick Neville of Littleton, CO, for Internet Luring of a Child, Attempted Sexual Assault of a Child, and Internet Sexual Exploitation of a child. APD investigators learned that Neville had been corresponding with a juvenile female, both online and via text message, in a sexually explicit manner. Neville had made arrangements to meet the female at a fast food restaurant parking lot. Neville was contacted by APD in the parking lot, and later admitted to his involvement.

Immigration and Customs Enforcement Parker Police Dept. New Mexico Attorney General's Office On June 15, 2010, in a joint investigative effort by the above three agencies, Nathan Isaac Gallegos, was arrested in Albuquerque, NM on charges of Internet Sexual Exploitation of a Child, Promotion of Obscenity to a Minor and Criminal Attempt to commit Sexual Assault on a Child by One in a Position of Trust.
In January 2010, Gallegos contacted several women in Parker,
CO via online chat. Gallegos soon began speaking sexually
with the women regarding their toddler age children.
Further investigation into Gallegos’ online activity
revealed that he was also having sexually explicit
conversations with a juvenile female. During his
conversations with the girl, Gallegos instructed her to
engage in sexual conduct with a five year old boy.

Aurora Police Department
On June 23, 2010, 26 year old Shane Allen Cibart was arrested by the Aurora Police for Internet Luring and Attempted Sexual assault on a Child. APD’s investigation revealed that Cibart had been communicating online and via text message with a 14 year old girl for approximately three months and that he had arranged to meet the girl in Aurora and transport her back to his home in Colorado Springs for the purposes of sexual contact. Cibart was taken into custody without incident by APD when he arrived at the meeting, and had shirts and jackets with police patches from various jurisdictions in the trunk of his vehicle. Cibart claimed the apparel belonged to his father, as he was not personally associated with any law enforcement agency.

US. Immigration and Customs Enforcement On June 15, 2010, Georgios SGOUROS, a citizen of Greece, was arrested at Denver International Airport by Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI) Special Agents. SGOUROS travelled from Athens, Greece to Denver, Colorado for the purpose of engaging in illicit sexual conduct with two children, ages 5 and 7. SGOUROS came to the attention of law enforcement in January 2010 when it was learned that he had been in contact with a Denver woman on Internet Relay Chat. On July 12, 2010, SGOUROS was charged in a three count Indictment. Count One: Title 18 U.S.C. Section 2423(b), (e), and (f) (Travel with intent to engage in illicit sexual conduct); Count Two: Title 18 U.S.C. Section 2241(c) (Aggravated Sexual abuse with children); Count Three: Title 18 U.S.C. Section U.S.C. 2422(b) (Attempted coercion and enticement).

U.S. Immigration and Customs Enforcement / La Plata County Sheriff’s Office
On 06/30/10, 38 year old Thomas Jeffrey Mitchell was arrested by the La Plata County Sheriff’s Office on the charge of Sexual Exploitation of Children. In April 2010, ICE – Durango began an investigation into the distribution of child pornography in Colorado via peer-to-peer networks. An IP address that was distributing child pornography was identified. Further investigation revealed that it belonged to a person in Durango. ICE obtained a search warrant for the suspect's residence. The search warrant was executed by members of ICE, the Durango Police Department and the La Plata County Sheriff's Office. During the execution of the warrant, investigators spoke with Mitchell, who was present at the residence. Mitchell admitted to having downloaded child pornography on several occasions.

Colorado Springs Police Department / South Yorkshire Police, UK
In 2008, the Colorado Springs Police Department’s ICAC unit began an investigation into the distribution of child pornography. It was discovered that a juvenile male had been sending sexually explicit photos of himself to an adult male in the United Kingdom. CSPD continued the investigation and forwarded it the Child Exploitation and Online Protection Centre in the UK in 2009. Authorities in the UK identified the suspect as 53 year old Stephen Hadley of South Yorkshire. Authorities executed a search warrant at Hadley’s residence and recovered the images of the juvenile in Colorado, as well as thousands more images and movies. Hadley was arrested for Making Indecent Images of a Child and sentenced in December 2009 to 12 months imprisonment. Hadley was also linked to several other investigations that are ongoing. |

On 07/01/10, Denver Police arrested 18 year old Tyler Robinson on the charge of Sexual Exploitation of Children. In June 2010, DPD began an investigation into the online distribution of child pornography via peer-to-peer networks. They discovered a suspect distributing child pornography files in the Denver area. A search warrant was obtained and it was discovered that Robinson both possessed and distributed the files.

Westminster Police Depatment / El Segundo, CA Police Department On 07/02/10, 35 year old Steven Lee Zay was arrested at his home in El Segundo, CA by the El Segundo Police Department for Internet Sexual Exploitation of Children. The arrest stemmed from an investigation conducted by the Westminster Police Department. WPD’s investigation revealed that between December 2009 and April 2010, Zay had been having sexually explicit online conversations with a juvenile female in Westminster. Zay sent the girl pornographic images and masturbated for her on his web camera. Westminster PD identified Zay and forwarded the information to the El Segundo PD. El Segundo PD subsequently executed a search warrant at Zay’s residence and took him into custody. Zay was found to be using the Yahoo screen names stevenzay, steveyoung178, jennifermorgan, greerlex92 and troy_bower2000. It was also learned that Zay was employed as a police officer and deputy with the Gunnison Police and Sheriff’s Departments in Colorado between 1996 and 2006.

Fort Lupton Police Department On 07/09/2010, 31 year old Eulalio Rodriguez Jr. was arrested by the Fort Lupton Police Department for Internet Luring of a Child, Sexual Exploitation of a Child and Attempt Sexual Assault on a Child. It was discovered that Rodriguez had been having sexual conversations online with a juvenile female in Aurora. Rodriguez arranged to meet the girl for a sexual encounter and was taken into custody when he showed up for the meeting. Rodriguez is being held at the Weld County Jail on a 100,000 bond. Rodriguez has been a coach of a female basketball team at a catholic school and was hoping to become a school teacher.

On 07/12/10, Angel Hernandez-Colon, a 51 year old Colorado Springs resident, was arrested by the Colorado Springs Police Department ICAC Unit for Sexual Exploitation of Children. In June 2010, the CSPD ICAC Unit began an investigation into the online distribution of child pornography in Colorado via peer-to-peer networks. They discovered a person in Colorado Springs who was distributing hundreds of child pornography files. Further follow-up revealed that the distribution originated from Hernandez-Colon’s residence. A search warrant was obtained and it was discovered that Hernandez-Colon possessed and distributed hundreds of images and videos of child pornography.

Colorado Springs Police Department / FBI / Air Force OSI
On 07/13/10 26 year old Airman Carlos Thomas was arrested by Air Force OSI on an arrest on warrant issued by the Colorado Springs Police Department at Tyndall AFB in Florida. On 11/26/09 the FBI received a Cybertip from the National Center for Missing and Exploited Children regarding Mr. Thomas having raped a 15 year old girl in Colorado Springs, where he is originally from. Federal prosecution was denied and the case was passed to CSPD. The investigation revealed that Thomas had begun an online relationship with the juvenile victim when she was 12 years of age. Thomas then met with the victim on several occasions for sexual encounters both while living in Colorado Springs and while home on leave. Thomas had also requested that the victim take sexually explicit images of herself and send them to him, which she did. Thomas was charged with Sexual Assault on a Child (pattern of abuse) and Sexual Exploitation of Children. Thomas was already in Custody after being arrested by the Bay County Sheriff's Office in Florida for attempting to meet a 14 year old Florida girl for a sexual encounter.

On 07/20/10, Denver PD arrested 28 year old Richard Berger on the charge of Internet Sexual Exploitation of Children. DPD’s investigtation revealed that in June 2010, Berger began having online conversations with a juvenile female in Denver. The conversations became sexual in nature, then Berger began masturbating on webcam in front of the girl. A search warrant was executed at Berger’s residence and his computer and webcam were seized.

Parker Police Department / U.S. Immigration Customs Enforcement On July 29, 2010, in a joint investigative effort by the Parker Police Department and ICE - RAC Colorado Springs, 68 year old Gary Lee Waffle was arrested on the charges of Travel with Intent to Engage in Illicit Sexual Conduct and Aggravated Sexual Abuse. The investigation revealed that between January and July of 2010, Waffle had been in online contact with an adult female in Parker, CO. During their contact, Waffle expressed his desire and willingness to travel to Colorado from his home in Washington in order to have sex with the woman’s six year daughter. During that time, Waffle had also been engaged in sexually explicit online contact with the woman’s juvenile female babysitter. Waffle instructed the woman to engage in sexual acts with both her daughter and the juvenile babysitter. He also asked the woman to take sexually explicit photographs of her daughter and send them to him because he collected them. Waffle was taken into custody by authorities in Colorado after traveling from Washington. He is currently in custody without bond.

ICE / La Plata County Sheriff's Office / Durango Police Department On 07/28/10 U.S. Immigration and Customs Enforcement (ICE) agents arrested 50 year old Durango resident David Gene Peterson in Albuquerque, NM. The original complaint came into the La Plata County Sheriff’s Office by a concerned Durango citizen. The reporting party had knowledge that Peterson has strong sexual interests in young, underage girls. La Plata County Sheriff's Investigators began an initial investigation into the citizen’s suspicions and his findings warranted further investigation into the complaint La Plata request assistance from Durango PD and ICE. A three week undercover operation was conducted resulting in Peterson traveling from Durango to Albuquerque on Wednesday, 07/28/10. Peterson made arrangements to have sexual contact with a 13-year-old female in Albuquerque. Peterson was arrested by ICE agents upon his arrival at an undisclosed location in Albuquerque. A search warrant was issued for Peterson’s residence in Durango and served the day of his arrest. Computers and other media storage devices were seized in the warrant service. Peterson is also being investigated in Durango for additional recent criminal activity.

U.S. Postal Inspection Service / Boulder Police Department On Boulder police arrested 73-year-old Robert Vollmer as a result of a joint investigation between the United States Postal Inspection Service and the Boulder Police Department. Robert Vollmer turned himself in on Monday, June 7, to the Boulder County Jail on a warrant charging him with one count of Sexual Exploitation of Children, a class four felony, and one count of Attempted Sexual Exploitation of Children, a class five felony. On July 8, 2009, a postal inspector met with Boulder police investigators and informed them that Vollmer had ordered videos containing purported child pornography through the U.S. mail. On July 30, 2009, investigators from the Postal Inspection Service and Boulder detectives executed a search warrant at Vollmer’s residence, which is located in the 500 block of Mohawk Drive, and seized computer systems and other evidence. The Rocky Mountain Regional Computer Forensics Laboratory completed a forensic examination of the computers and found a number of pornographic images of children.

Colorado Springs Police Department In July of 2010, the Colorado Springs Police Department began an investigation into the online sharing of child pornogrpahy through a peer-to-peer file sharing network in Colorado. A download was traced by to the residence of 43 year old Donald Hatten. Police executed a search warrant at Mr. Hatten's residence where he was discovered nude and online at the time of execution. A forensic examination of the computer revealed that Mr. Hatten did have images and videos depicting the sexual exploitation of children. A warrant issued for his arret on 07/29/10, and Mr. Hatten was arrested on 08/03/10 by members of the CSPD Tactical Enforcement Unit.

Douglas County Sheriff’s Office / Pennington County Sheriff’s Office, South Dakota.
On 08/09/10, 48 year old David W. Peterson was arrested by the Pennington County Sheriff's Office in South Dakota on a warrant issued by the Douglas County Sheriff's Office ICAC Unit for numerous charges of Internet Sexual Exploitation of Children. In March 2010, a Douglas County ICAC Detective began an investigation into inappropriate online communications between Peterson and a 14 year old girl from Lone Tree. During these communications Peterson masturbated via webcam and sent numerous pornographic websites to the girl for her to view. Investigators at the Pennington County Sheriff's Office assisted with this case and once the warrant was issued they arrested Peterson who then confessed to his behavior online with the 14 year old girl. Investigators with the Pennington County Sheriff's Office were able to execute a search warrant on Peterson's home at the time of his arrest and plan on charging him in their state as well.

A search warrant was obtained and it was discovered that Letcher both possessed and distributed hundreds of child pornography files. Because the suspect is a juvenile, no photo or name will be released.

On 08-11-10 71 year old Ronald Barrett was charged with 6 counts of Sexual Exploitation-Distribution and 1 count Sexual Exploitation-20+ images. In early June Douglas County followed up on a tip from the Utah Attorney General’s Office. That investigation led to the execution of a search warrant at the home of Ronald Barrett. Colorado Springs Detective's assisted with the warrant by doing on site forensics to narrow down the number of computers taken from this unusually large house with multiple residence's. Child Pornography was located during that search and it is estimated to be somewhere over 1,000 images. Forensics are being done on the computer that was seized from the home. Barrett confessed to downloading and sharing the images but claimed that "HE" did not feel they were images of Child Pornography. Due to Barrett's deteriorating health the courts proceeded by summons in this case. |

On 08/23/10, 26 year old Brett Austin Rehak was arrested for Sexual Exploitation of Children. In March of 2010, the Colorado Springs Police Department and the Park County Sheriff's Office began an investigation into the online sharing of child pornography via a peer to peer network in Colorado. CSPD and PCSO both obtained child pornography from a suspect in Fountain Colorado. CSPD and Fountain PD executed a search warrant at the suspect's address and discovered that he had deployed with his unit to Iraq a week after the child pornography was obtained. CSPD coordinated with U.S. Army CID to obtain an interview and media the soldier was holding in Iraq. Mr. Rehak was redeployed from Iraq due to the investigation and arrested upon his arrival in Colorado Springs.

Boulder County Sheriff's Office / Longmont Police Department On 08-25-10, 22 year old Rodrigo Vasquez was arrested on an outstanding warrant issued by the Boulder County Sheriff's Office for 2 counts of Internet Sexual Exploitation of a Child. Vasquez had previously been arrested by the Lafayette Police Department in February of 2010 on a charge of Attempted Internet Luring of a Child. The Lafayette Police Department brought Vasquez's computer and cell phone to the Boulder County Computer Forensic Lab. During subsequent forensic analysis of the computer, it was discovered that there was a secondary and unrelated victim. In this separate case, Vasquez had contacted a juvenile female online. Sexually related chats were discovered that had taken place over several months. During at least one of these, Vasquez recorded a video chat with the victim in which he enticed her to remove articles of her clothing, while he masturbated on his webcam. |

On August 3, 2010, Lone Tree Police Department arrested 18 year old Corey Miller for Sexual Exploitation of Children and Computer Crimes. LTPD was contacted by a local computer repair shop regarding suspicious content on a computer belonging to Miller. LTPD contacted Miller regarding his computer. Miller admitted to downloading dozens of images and videos of child pornography to his computer. A search warrant was obtained for Miller’s computer and external hard drives. The forensic review confirmed Miller’s statement. He was taken into custody without incident.

On 08-26-10, the Douglas County Sheriff's Office arrested 49 year old Cameron Telfer for Internet Sexual Exploitation of a Child. DCSO ICAC unit began an investigation into the inappropriate online communication between Telfer and a juvenile female from Lone Tree. Telfer’s contact became sexually explicit, at which time DCSO obtained search warrant and arrest warrants that were executed at Telfer’s residence. Telfer was taken into custody without incident and booked on the DCSO warrant, as well as a warrant out of Weld County for similar charges.

On August 30, 2010 Aurora Police arrested 25 year old Alejandro Collazo-Montalvo for Sexual Exploitation of Children and Resisting Arrest. Collazo-Montalvo was found taking video of a 13 year old girl as she got out of the shower using his Blackberry. Collazo-Montalvo hid from arresting officers but was subsequently found by APD K-9 “Bento” in a small storage area. Collazo-Montalvo attempted to fight with “Bento”, and continued to disobey orders from arresting officers, causing him to be tased twice via drive stuns. Collazo-Montalvo was transported to the hospital, where he was treated for multiple puncture wounds and lacerations. Collazo-Montalvo was also placed on an immigration detainer. |

On September 1, 2010, Boulder police arrested 52-year-old Marciene Sullivan on multiple counts of Sexual Exploitation of Children for possession, distribution and production of child pornography, and Child Abuse. The arrest was the conclusion of a joint investigation between the Boulder Police Department, Federal Bureau of Investigation (FBI), Colorado Internet Crimes Against Children Task Force (ICAC), National Center for Missing and Exploited Children (NCMEC) and the Denver Police Department. The FBI provided Boulder police investigators with information that Sullivan had uploaded child pornography to an internet website. In addition, more than 30 tips concerning Sullivan were sent to Boulder investigators by ICAC through NCMEC and the Denver Police Department. A search warrant was executed at Sullivan’s residence and computers, along with other relevant evidence, were seized. A forensic examination was performed on the computers which revealed that Mr. Sullivan had uploaded pornographic images of a juvenile female that is known to him. |

On September 7, 2010, 42 year old James Elkin turned himself in to Eagle County Sheriff’s Office (ECSO) on an arrest warrant for Internet Sexual Exploitation of a Child. ECSO had been investigating Elkin since April 2010 when Elkin began communicating with a 13 year old girl in Eagle County. During his conversations with the 13 year old, Elkin enticed the young girl to engage in sexual activity by chat and by telephone. Elkin additionally communicated by webcam and text message with the girl and attempted to arrange two meetings with the girl to engage in sexual activity. With the assistance of the Denver Police Department and the Park County Sheriff’s Office, the ECSO completed a search warrant of Elkin’s home in Denver which resulted in the seizure of numerous computers and equipment. Elkin is facing at least six counts of Internet Sexual Exploitation of a Child with possible additional charges from the Denver Police Department and an out of state ICAC task force.

On 09/07/10, 41 year old Jeffrey Lee Swartz was arrested on an outstanding arrest warrant issued by the Denver Police Department on the charge of Internet Sexual Exploitation of a Child. In June 2010, Denver PD began investigating Swartz after it was discovered he had been communicating with a juvenile female in Denver. During his online conversations with the girl, Swartz enticed her to engage in sexual activity. He also engaged in sexually explicit conduct via web camera. Swartz was an Air Force reservist on active duty in Texas when his contact with the girl began. Air Force OSI is seeking to file additional charges due to his active duty status. Additional charges by the Douglas County Sheriff’s ICAC unit are also expected due to a separate open investigation they are conducting. |

Westminster Police Department Broomfield Police Department
On 09/09/10, Westminster and Broomfield Police Detectives executed a search warrant at an apartment in Westminster reference an internet “peer-to-peer” file sharing case. A Broomfield detective had identified a computer sharing more then one hundred images and videos containing suspected child pornography via “Limewire” and had traced the computer to the apartment in Westminster. Westminster detectives obtained a search warrant for the apartment based on the information provided by the Broomfield detective and identified the person living in the apartment (with his father) as 22-year-old James Brian Chaplin. Chaplin was at the apartment when detectives served the warrant, and admitted to possessing suspected child pornography, but denied sharing any. A preview of the computer at the scene revealed several images of suspected child pornography as well as several videos. Chaplin was arrested, booked at the Westminster Police Department, and then released pending charges.

Fort Morgan Police Department Colorado Springs Police Department
On 09/08/10, 44 year old Fort Morgan resident Jacob Jack Duran was arrested by the Fort Morgan Police Department for Sexual Exploitation of Children. Fort Morgan and Colorado Springs Police detectives executed a search warrant at Duran’s apartment in Fort Morgan in reference to a peer-to-peer file sharing investigation. A Colorado Springs detective had identified a computer sharing more than 450 files indicative of child pornography via Limewire and traced the computer to Duran’s apartment in Fort Morgan. Colorado Springs detectives were able to download numerous child pornography images from Duran’s computer. Fort Morgan detectives then obtained a search warrant for the apartment. Fort Morgan detectives seized one computer, a spare hard drive and miscellaneous computer hardware during the search. A preliminary examination showed numerous images and videos of child pornography and erotica. Duran, who was not home when detectives served the warrant, was later arrested, but declined to talk to police after asking how they knew what happened.

On September 9, 2010, 34-year old Karl Deschler was arrested by the Aurora Police for Internet Luring, Internet Sexual Exploitation of a Child, Promotion of Obscenity to a Minor, and Attempted Sexual assault on a Child. APD’s investigation revealed that Deschler had been communicating online and via text message with a 14-year old girl for approximately six months before arranging to meet her in Aurora for the purposes of sexual contact. During those six months of communication, Deschler had also sent the 14-year old girl pornographic pictures of himself and enticed her to engage in sexual activity while communicating in an effort to produce pornographic pictures to send back to him.

On September 14, 2010, 30 year old Douglas Victor Hayes was arrested by the Aurora Police Department for Sexual Exploitation of Children. In June 2010, the Park County Sheriff’s Office was conducting an investigation into the online distribution of child pornography via peer-to-peer networks in Colorado. PCSO located an IP address believed to be in CO that was distributing multiple child pornography images and movies. Further investigation revealed that the suspect, later identified as Hayes, was located in Aurora, CO. Investigators from the Aurora Police Department obtained a search warrant for Hayes’ residence. Hayes’ laptop computer and other digital media were seized and found to contain images and movies of child pornography.

On 09/14/10, the Colorado Springs Police Department’s Internet Crimes Against Children Unit arrested 52 year old Colorado Springs resident Rocky Duggan for Sexual Assault on a Child by One in a Position of Trust and Sexual Exploitation of Children. On 08/20/10, CSPD was notified by a citizen that sexually explicit images of a juvenile female had been located in a dumpster. Officers collected the pictures, along with other items of evidence, and the investigation was assigned to the ICAC unit. Investigators were able to identify the child in the images. Further follow up revealed that the child had been sexually assaulted over a number of years by Duggan. Duggan was taken into custody without incident by members of the Tactical Enforcement Unit.

DPD discovered that Lee had been in contact with a juvenile female online. During his contact with the girl, Lee masturbated on webcam and arranged to meet her for sexual contact. Lee stated he would bring rum and condoms to the meeting. Lee was taken into custody when he arrived at the agreed upon location. On September 27, 2010, 20 year old Sedalia, CO resident Colton Ray Osborn was arrested by the Aurora Police Department for Internet Luring and Attempted Sexual Assault on a Child. Osborn had been communicating online with a juvenile female in Aurora. Their communications became sexual in nature and Osborn made arrangements to meet the girl for the purpose of sexual contact. Osborn instructed the girl to have an enema so that she would be clean for him. Osborn was taken into custody without incident when he arrived at the meeting.

On 09/23/10, after a joint investigation by the Douglas County Sheriff’s Office and Parker Police Department, a 17 year old male was arrested for Sexual Exploitation of Children. In April 2010, numerous images of child pornography were uploaded to a FLICKR account. FLICKR reported the incident to the National Center for Missing and Exploited Children, who then forwarded the information to the Parker Police Department, a member of the Colorado ICAC Task Force. Parker PD obtained several search warrants and determined that the suspect was located in Douglas County. Douglas County S.O. obtained a search warrant for the suspect’s residence, and the warrant was executed by Douglas County S.O. and Parker PD. Evidence was recovered which indicated the juvenile possessed and distributed images of child pornography. Due to the age no photo or name will be released. |

Fremont County Sheriff's Office US Postal Inpection Service
In September 2010, 29 year old Jason Pascoe was arrested on an outstanding arrested warrant, issued by the Fremont County Sheriff’s, for Sexual Exploitation of Children. In November 2009, investigators from FCSO and the United States Postal Inspection Service began an investigation into the possession of child pornography by Pascoe. Pascoe was found to have attempted to purchase child pornography and receive it via the US Postal Service. Investigators with FCSO, USPIS, Canon City PD and Florence PD executed a search warrant at Pascoe’s residence. Further investigation during the warrant execution revealed that Pascoe had possessed over 5000 child pornography images and videos. It was also discovered that Pascoe had been visiting numerous child pornography web sites.

Homeland Security Investigations Wray Police Department Yuma County Sheriff's Office
On 11/01/10, 34 year old Eric Wade Welp and 29 year old Devin Ann Welp were arrested for Sexual Exploitation of a Child, Obscenity, Unlawful Transfer for Sale, and Child Abuse. In January of 2010, the Wray Police Department began an investigation into the online sharing of child pornography via a peer to peer network in Colorado. The initial information came from US Immigration and Customs Enforcement which had identified the suspects trading child pornography from their home. Two daughters aged 7 and 9, who were living in the home, were placed in DSS custody. WPD, the Yuma County Sheriff’s Office, and the 13th Judicial District Attorney’s Office executed a search warrant at the suspects’ address and seized approximately 20 TB of storage media from computers, hard drives, and cameras. Photos and drawings found and medical examinations indicated the suspects’ daughters may have been involved in the suspects’ sexual activities. The analysis of the seized media indicated thousands of images of child pornography and connection with several photo sharing networks.

On November 9, 2010, Travis Lee Northrope was arrested by Colorado State Parole and Aurora PD for Criminal Solicitation – Sexual Exploitation of Children and violating terms of his parole. Northrope, who is a registered sex offender, was communicating with a juvenile female via cell phone text messages, which was in violation of the conditions of his parole. Northrope asked the girl to send him nude images of herself to an email account Northrope had not reported as required by his registered sex offender status.

On 11/10/10, Rodrigo Gasca, a juvenile from Denver, was arrested by the Denver Police Department for Sexual Exploitation of Children. DPD investigators identified a computer sharing multiple files indicative of child pornography via peer-to-peer software. Investigators were able to download several child pornography images and videos from the suspect. The computer was traced to Gasca’s residence in Denver. DPD investigators obtained and executed a search warrant at Gasca’s residence. During the execution of the search warrant, one computer was seized. A preliminary examination showed several images and videos of child pornography and erotica. During the interview, Gasca admitted to downloading and viewing the child pornography because he enjoyed watching pornography involving males and females and wasn’t concerned about the ages of the individuals in the videos. |

On November 11, 2010, 20 year old Michael Adam Osborne was arrested by the Aurora Police Department for Sexual Exploitation of Children. Aurora PD investigators identified a computer sharing multiple files indicative of child pornography via peer-to-peer networks. The computer was traced to Osborne’s residence in Aurora. During a search of Osborne’s residence, a desktop computer was seized and forensically examined. The computer was found to contain a large quantity of child pornography and child erotica images, which Osborne later admitted to possessing and distributing. |

On 11-15-10, Bobby Bauer , a 42 year old Castle Rock resident, was arrested by the Douglas County Sheriff's Office ICAC Unit for Sexual Exploitation of Children. DCSO ICAC detectives identified a computer sharing several images of child pornography via peer-to-peer software. Detectives were able to download child pornography images from the suspect. The computer was traced to Bauers' home in Castle Rock. Investigators obtained a search and seized numerous computers. During an interview with Bauer, he admitted to downloading the images out of curiosity. Bauer also claimed to be a computer expert holding several MBA's in the field. |

On 11/18/10, 19-year-old Charles Easton was arrested by Westminster Police on an outstanding arrest warrant for Sexual Exploitation of a Child. Easton was arrested at the culmination of an investigation which began when library staff at a Westminster public library turned over a thumb drive found at a computer in the library. During attempts to identify the owner to return the drive, suspected child pornography was found stored on the drive. Easton was identified through other personal information located on the thumb drive, and it was determined he was currently attending Westminster High School. During an interview, he confessed to possessing the child pornography.

Eagle County Sheriff's Office
On November 18, 2010, 62 year old Sturley Koenig was arrested by the Eagle County Sheriff’s Office for Sexual Exploitation of Children. During a move from one apartment to another, movers in Koenig’s apartment came across a large box containing computer printouts of suspected child pornography and turned them over to the Eagle County Sheriff’s Office. A subsequent search of Koenig’s new apartment revealed another large box of suspected child pornography printouts and an external hard drive in which Koenig was in the process of scanning the printouts onto. During an interview, Koenig admitted to possessing the items of child pornography. Koenig is currently being held in the Eagle County Jail without bond.

On 11-23-10, 61 year old Aurora resident Robert Ring was arrested for Sexual Exploitation of Children by the Douglas County ICAC Unit after a joint investigation with Westminster Police Department. Both Douglas County and Westminster Police Department ICAC Units had been conducting investigations into the distribution of child pornography via peer-to-peer networks in Colorado. Investigators from both departments located a computer sharing child pornography files and were able download several. Information led investigators to Ring’s residence. A search warrant was executed at his residence with the assistance of the Aurora Police Department’s ICAC Unit. During the execution of the search warrant, evidence was discovered that confirmed that Ring had been distributing the images. Ring also admitted to having an attraction to children. Ring is being held on a $50,000 bond.

On 11-23-10, Andrew Kubicek was arrested by the Denver Police Dept. on the charge of Sexual Exploitation of Children. Detectives from DPD and Westminster PD had been conducting investigations into the distribution of child pornography via peer-to-peer networks in Colorado. Investigators from both departments located a computer sharing child pornography files and were able download several files. Information led investigators to the Remedy Care Center Medical Marijuana Dispensary. A search warrant was obtained at executed at the dispensary. During the execution of the search warrant, evidence was discovered that led to the arrest of Kubicek, an employee at the business. Kubicek is being held on a $20,000 bond.

In 08/05/10, the Colorado Springs Police Department ICAC unit was contacted by U.S. Army CID concerning a soldier, 25 year old David Lyle Haviland, who lent his phone to a fellow soldier to make a call from the Pinon Canyon Training Center in southern Colorado. The soldier located what he believed to be child pornography on Haviland's phone. A search warrant was executed on the phone contents and on Haviland's residence. Investigation revealed that Haviland possessed images and videos depicting the sexual exploitation of children. Mr. Haviland was arrested on 11/24/10 an outstanding warrant for Sexual Exploitation of Children by the CSPD Tactical Enforcement Unit.

Fort Collins Police Department
On 11/25/10, 31 year old Brian Charles Goeres was arrested by the Fort Collins Police Department for Unlawful Sexual Contact and Sexual Exploitation of Children. In June 2009, Goeres was contacted at the Target store in Fort Collins for using a video camera and filming up women’s skirts in the store. Goeres admitted to filming up 12-15 women’s skirts. A search warrant was executed at Goeres’ home and digital media was collected and analyzed. After a lengthy investigation, it was determined that there were 1,054 videos in Goeres’ possession that he had taken of unsuspecting women in bathrooms and dressing rooms. 334 of the videos were of women known to Goeres and 4 of those videos were of a 16 year old child going to the restroom and/or getting out of the shower. The remaining videos were of unknown women. The forensic examination also revealed over 900 individual images and screenshots from Goeres’ home computer of unsuspecting women that were named, sorted and placed into individual folders.

On 11/26/10, 40 year old Jeffrey Ward was arrested by the Golden Police Department on an arrest warrant issued by the Fort Collins Police Department for Sexual Exploitation of Children. Investigators with FCPD had been conducting an investigation into the online distribution of child pornography via peer-to-peer networks in Colorado. An IP address was identified distributing multiple images and movies of child pornography. Further investigation revealed that the IP address was being used by Ward at his residence in Fort Collins. A search warrant was executed at Ward’s residence during which several items were seized. A preliminary examination of the evidence revealed over 300 child pornography images and videos. Ward also admitted to downloading and possessing child pornography. |
